Roundtable of Chinese American Organizations (RCAO)

Phoebe Chen Huang is a distinguished community leader and cultural ambassador. She served as Chair of the Roundtable of Chinese American Organizations (RCAO) in Southern California from 2019 to 2023 and has continued her service as a Honorary Chair since 2024. She is also the current Chair of the California Entrepreneurs Alliance (since 2024). Since 2003, Phoebe has successfully operated multiple automotive fuel retail and C-store businesses as well as real estate development & marketing projects in the LA and Orange Counties.

For the past three consecutive years, she served as the chief organizer for the RCAO’s more than 200 member organizations to participate in the Hollywood Christmas Parade. In 2016, Phoebe was appointed to be a Global Ambassador by the president of Berklee College of Music. In 2023, she was also honored at the “Women Who Dared” gala as an Outstanding Asian American woman leader by the century-old China Institute in New York — hosted by renowned author and China’s TV personality Yue-Sai Kan.
